A graduate of Florida State University, Dr. Billins is the visionary founder and presiding apostle of Palm Tree International Ministries, headquartered in Columbus, Georgia.
At the heart of her ministry is The SAMUEL School of the Prophets—an advanced training ground for fivefold ministers based on Ephesians 4:11. Through this school and a powerful international teaching curriculum, Dr. Billins is raising up apostles, prophets, evangelists, pastors, and teachers—licensing and ordaining them to carry the Gospel with boldness and accuracy to the nations.
Dr. Billins has traveled extensively, preaching and teaching in diverse nations, igniting revival and transformation wherever she goes. She is known for her profound prophetic anointing and has spoken into the lives of kings, generals, politicians, entertainers, business leaders, and everyday people—releasing divine direction, healing, and miracles. Her ministry is marked by signs, wonders, and documented miracles, including the healing of vision impairments and supernatural conceptions for couples once declared barren.
She is the proud mother of Norris Jackson Billins Jr., a gifted and anointed drummer, and Prophetess Tiffany Billins, who serves as Youth Pastor at The Remnant Church of Columbus.
